Structural documents and Dutch building quality assurance

Quality assurance and structural calculations serve different roles. First establish which procedure applies to the proposal. Dutch technical building quality assurance rules do not automatically apply to every alteration or new building.

First establish the applicable procedure

IPLO guidance checked on 3 October 2026 states that the system applies to building activities in consequence class 1 under its stated conditions; alterations are currently excluded. Further exceptions also exist. Do not classify a project solely from a label such as house or extension. Check official information and the Omgevingsloket for the applicable route, seek clarification where necessary and record the date of the check.

Agree who supplies each item of evidence

Where a quality assurer is involved, ask early what structural information and coordination points are needed. The engineer designs the agreed elements; this does not automatically cover all other project records. Assign collection of supplier data and coordination of changes. A clear document list helps avoid a situation where calculations are complete but other necessary evidence is still missing when the next stage is planned.

Keep design and construction records aligned

Agree how construction deviations are reported and what records are needed before elements are concealed. Use identifiable sheet numbers and revisions in correspondence. A supplier declaration, photograph or calculation answers a particular question; they are not interchangeable. Establish which final document set you retain at completion. This general guide does not determine whether your specific project meets every procedural condition.

Practical checklist

  • Check current applicability
  • Create a document schedule
  • Agree inspection and handover points
  • Keep final revisions
Please note
Structural calculations do not automatically make a project ready for a building or completion notification.
